Which includes the city of Yogyakarta Sultanate and became the new Pakualaman Municipal or Autonomous City with the birth of Act No. 17 of 1947, in Article I states that the District which covers an area of Yogyakarta Sultanate and Pakualaman and some areas of Bantul Regency is now a District Kotagede and Umbulharjo designated as a right to control and manage his own household. The area was named Haminte Yogyakaarta City.
To implement the first Mayor of autonomy held by Ir.Moh Enoh difficult because the area is still part of the Special Region of Yogyakarta and its status has not been released. This was more evident with the existence of Law Number 22 Year 1948 on the Principles of Local Government, in which the Special Region of Yogyakarta as Level I and Level II Municipality of Yogyakarta as part of Yogyakarta.
